Restaurant off the menu

AUTHORITIES in a central China city have ordered the company which built a restaurant on a site earmarked for a community facilities to restore the building to its intended use.

A four-story restaurant occupying over 100 square meters was built in a greenery area which was designated for a community center and public toilet in Luoyang City of Henan Province, according to an online post, Xinhua news agency reported yesterday.

"The construction company altered the land use to private. So far the project hasn't passed quality checks," said Ma Guolin, deputy head of Luoyang land planning authorities.

According to the original plans, the community center was to contain a clinic, a bicycle repair shop, a locksmith, a public toilet and an activity center.

Only the public toilet remained, with other areas turned into the restaurant.

The construction company said they built the restaurant to make a profit to maintain the operation of the public toilet.

"We invested over 4 million yuan (US$612,840) in the project. If it's all for non-profit use, how can we recoup the investment?" said Zhu Xuliang, manager of Tianlong Landscape Construction Co.

The restaurant has been ordered to halt operations.
