CHINA'S parliament yesterday adopted amendments to the State Compensation Law that grants people greater power to obtain compensation when their rights are violated by the state. The amendments take on effect on December 1.

When a person is harmed through "state negligence," the state must compensate him or her, according to the amendments which expand the scope of government compensation.
