Slavery business couple sent to jail
A FORMER government official and his wife have been jailed for forcing hundreds of people with learning difficulties and beggars to work as slaves.
Zeng Lingquan, head of a disabled people's association in Quxian County, in southwest China's Sichuan Province, and a former deputy to the local political advisory body, was sentenced to three years in prison.
He was also fined 60,000 yuan (US$9,492).
His wife, Li Shuqiong, was jailed for 18 months for her role and fined 20,000 yuan.
Chen Mingliang, who assisted the couple, received a one-year sentence and was fined 10,000 yuan.
Zeng and Li set up a homeless shelter in 1998, using it as a front to attract beggars and people with learning difficulties, Procuratorial Daily reported yesterday.
The couple imprisoned these vulnerable people, trained them and sent them to work in factories in Beijing, Tianjin, Guangdong, Hunan, Sichuan and Xinjiang, the newspaper report said.
Zeng took 60 percent of their earnings, while the rest was shared among people hired to manage the workers, the report said. The workers themselves received nothing.
Zeng sent people with learning disabilities to factories across the country on more than 100 occasions from 1998, procurators said.
In 2006 and 2008, Zeng organized for dozens of laborers to work at a chemical plant in Toksun County in Xinjiang Uygur Autonomous Region, where they were abused and forced to do heavy work.
Zeng was paid 300 yuan a month for each worker.
Police raided the Jia'ersi Green Construction Material Chemical Factory in Toksun, freeing 18 slave laborers and arresting the couple running that operation.
The husband and wife team running Jia'ersi Green received jail terms of four and a half years and two years respectively for forcing people to work and causing major safety accidents.
They were also found guilty of covering up the death of a worker crushed by a mill.
Zeng and Li were arrested in the investigation that followed the Jia'ersi Green Chemical Factory scandal.
