Suspension seems like slap in face for officers

TWO government officials in Henan Province's Zhengzhou City have been suspended from duty after an urban management official slapped a 76-year-old farmer for selling vegetables without a license, Beijing Times reported yesterday.

The farmer, Zhang Quanhui, was slapped in the face last Tuesday by the official who was trying to stop Zhang from throwing out sweet potatoes and carrots from his cart, the newspaper said.

Zhang and his wife said they walked eight hours to Zhengzhou hoping to sell their vegetables in order to raise funds to treat their physically disabled son. Zhang chased the official for about 150 meters and was again slapped before the latter left in a service car.

"I just wanted to tell him my problem," Zhang told the newspaper.

Zhang Guoxuan, the official, was found by the police after witnesses noted down the car plate number. He was placed in custody for 10 days and fined 500 yuan (US$75).

The head of the district's urban management department and head of street management were removed from their posts and would face more investigation from the provincial disciplinary department.

The Zhengzhou Municipal Government held a meeting on Saturday to discuss how to improve law enforcement behavior and enhance accountability of government officers.
