OVERSEAS visitors might soon be able to claim tax refunds on purchases made in Beijing, a top official said this week. The city’s tourism commission is discussing the details with revenue authorities, and the scheme is expected to be implemented before the end of the year, said Beijing Vice Mayor Chen Hong. The government said in January it planned to expand its tax refund program in a bid to attract more tourists and boost exports.
