Toxic adhesive waste sold as fuel to bathhouses

A MAN was under police custody for illegally obtaining about 100 tons of adhesive waste and selling the substance which can emit cancer-inducing dioxin when burnt to bathhouses in Zhenjiang of Jiangsu Province as fuel.
About 20 tons of unsold waste was sent to a waste recycling plant for professional treatment on Tuesday and the man surnamed Xu paid the 30,000 yuan (US$4,511) treatment fee, Yangtze Evening Post said yesterday.
Xu told Zhenjiang police that the waste from making 504 adhesive was purchased from a chemical company in Taizhou, Zhejiang Province.
He started supplying the waste to Zhenjiang in November, 2009. By the time he was detained, he had made six to seven shipments, each about 20 tons.
He paid 120 yuan per ton for the waste and sold to bathhouses by 300 yuan per ton.
The "fuel" was welcomed by bathhouses. Many of them use industrial waste for low cost.
Chen Zhiqiang, a Zhenjiang bathhouse owner and buyer of Xu's adhesive waste, said he usually burnt wood or coal as fuel. But it cost him 380 yuan per ton for wood and 800 yuan for coal.
He said Xu visited him in October, claiming the industrial waste can heat water with low cost and no environmental harm. Many local bathhouses were already his clients. So Chen bought nearly 20 tons from Xu.
However the fuel caused big pollution to the environment and worried residents nearby.
Villagers reported the issue to local police and environmental protection authorities when finding black dirt flying from bathhouses onto their fields, clothes, stores and everywhere else.
Xu was caught on Monday when police and environment officials visited Chen's bathhouse after receiving complaints. Chen cooperated with officials to lure Xu to his bathhouse.
According to the National Index of Dangerous Goods, 504 adhesive is toxic and must be recycled by licensed treatment companies. Currently, it costs 2,500 to 3,000 yuan per ton to recycle 504 adhesive.
