Treat rape of boys as seriously as attacks on girls, urges lawmaker
RAPE laws should be amended to cover attacks on boys as well as girls, a lawmaker has urged.
Those who sexually assault boys should be as severely punished as the attackers of girls, said Zhao Donghua, vice chairwoman of The All-China Women’s Federation.
Zhao was speaking on Tuesday in Beijing, where the National People’s Congress and Chinese People’s Political Consultative Conference are being held.
Under current law, the rape of a boy is viewed as child molestation, carrying a sentence of up to five years in prison.
But someone convicted of raping a girl can receive the death sentence.
Chinese law does not properly cover male rape, said Fang Gang, a sex education expert.
Some people wrongly believe that boys are less affected than girls, Fang told the People’s Daily website.
Last July, the media reported that a 7-year-old boy in central China’s Hubei Province had been sexually assaulted by his 31-year-old teacher over a six-month period.
Medical examinations confirmed that anal sex had taken place and that the boy had contracted genital warts.
The child told police that the teacher would give him snacks before abusing him.
A report this week found that 125 cases of sexual assaults on children in China came under the media spotlight in 2013.
Most victims were aged between 8 and 14, according to the report of 2013 child safety education and relative cases.
Based on the news coverage, the report authors found that attacks were carried out by teachers in 33 cases, head teachers in 10 cases and government officials in six.
A survey of children found that more than 60 percent said they had no idea about sex education. The survey did not indicate how many children had been interviewed.
Meanwhile, 45 percent of 114 teachers interviewed admitted they never taught children about sex, and 64 percent of 902 parents gave the same answer, reported The Beijing News.
Political advisers have suggested including sex education as part of compulsory education, the newspaper reported.
