Tycoon wants to run for mayor of Zhengzhou

A real estate developer in central Henan Province has pulled together a team to help him run for mayor of Zhengzhou, the provincial capital city, and claimed he will not take salary during his office and will set aside 100 million yuan (US$15 million) as his no-corruption guarantee.

Cao Tian, 43, a resident of Zhengzhou, decided to run for mayor because he wanted to fulfill his political aspirations, the Beijing News reported today.

He pledged to punish corruption severely and bring an end to urban management by force.

However, law experts said Cao has a slim chance to win because, under the Chinese law, a person can only become a mayor candidate if he is nominated by the presidium of the People's Congress or at least 20 of its members.

"If a citizen wants to run for mayor himself, it's unlikely that he would win," Gan Chaoying, an associate professor of Peking University Law School, was quoted by the newspaper.

Cao, who has a PhD in law, is the general manager of the Zhengzhou Fengyasong Real Estate Company.
