Vendor ‘dumped’ in country

FOUR urban management officers in northwest Shaanxi Province have been suspended for bundling a street vendor into their vehicle and leaving him 20 kilometers away in the countryside.

The vendor, surnamed Cheng, said he was selling brushes at a bus stop in Tongchuan City on Sunday morning when urban management officers — known as chengguan in Chinese — told him to move, a local TV station first reported.

Accusing him of being too slow to pack away his goods, the chengguan dragged him over to their vehicle and drove him into the countryside.

The news item went viral as China’s chengguan have long been dogged by criticism over the use of excessive force.

Web users mockingly said that here chengguan had created a new “people-throwing” method.

Under media pressure, authorities set up an investigation.

According to the result, Cheng had been illegally occupying the way for two months. When four urban management officers told him to move on Sunday, he ignored them, Xinhua news agency reported.

Officers had to confiscate his goods and force him into their vehicle. When the vehicle arrived at their office, Cheng refused to get out, so officers planned to have community workers take over the case.

On their way to the community workers’ office they argued, and officers asked him to get out and take a bus.

The four chengguan involved have been suspended and placed under investigation. Cheng had his goods returned, Xinhua reported.
