Violate road rules and win discount coupons!
THERE has been mixed feedback to a county’s unusual methods in trying to rein in errant pedestrians, bikers and moped riders.
Traffic police in Guanyun County, east China’s Jiangsu Province, are offering “coupons” to traffic violators, Modern Express reported yesterday. The coupons allow a “50 percent discount” on fines for traffic offenses.
The coupon also carries the “dos and don’ts” of traffic regulations and has been issued by the local traffic authority since mid-June.
So far, more than 15,000 “coupons” have been issued, the paper reported. Residents, most of them regular offenders, lapped them up quickly but it has also fueled debate that the authorities are bargaining with the offenders.
Others argued that it actually encourages violations.
But the local traffic police said that about 10 percent of the accidents in Guanyun involved e-bikes, mopeds and pedestrians. Top on the offenses list was jumping the red light and driving in the wrong direction.
“Many offenders are unaffected despite being fined regularly. So we decided to adopt a funny and humorous way to teach them about violations,” said Feng Qiqiang, a local traffic squad leader.
“The traffic rules are printed in the back that we hope will help raise awareness.”
But Chen Jiagang, a local lawyer, said police were actually trading with people.
He said police should find other ways to raise people’s awareness about traffic but they should strictly implement the law.
