Violent gang leader caught after 16 years on run
THE leader of an organized gang in the northeastern province of Heilongjiang has been arrested, marking the destruction of the criminal ring which allegedly shot dead six people, injured another two, stole over 70 luxury vehicles and possessed large amounts of weapons and explosives.
Leng Guocheng, mastermind of the criminal ring, was arrested on September 4 after he had been on the run for 16 years. Police said the group owned an armory of dozens of pistols, bullets, grenades and dynamite, held more than 10 million yuan (US$1.57 million) in illegal gains and hijacked and stole over 70 luxury vehicles, Procuratorial Daily reported yesterday.
The crime organization committed thefts and robberies more than 70 times, killed six and injured two in the 1990s, police said.
Leng was nabbed in Harbin, capital of Heilongjiang, after police received tips that he used fake identity information to visit his brother who was in a prison.
While he was at large, Leng never contacted his wife or daughter. He worked as a masseur in a bath parlor and as a security guard, police said.
Leng and several other gang members were alleged to shoot dead a driver surnamed Zhao in his car in Changchun, capital of the neighboring Jilin Province, in June 1992.
In September 1994, after knowing a man came to Harbin with 1 million yuan to conduct illegal trade in foreign exchange, Liu Baoguo, a gang member, and several others allegedly shot the man in his head. Liu was arrested in Yingkou, Liaoning Province, in December 2002. Police raided his home and confiscated a pistol and 50 bullets.
Another crime happened on January 10, 2000, when members including Liu Baogang and Wu Wanyou drove two jeeps and broke through a toll gate in Jilin. The jeep crashed into a police car, which gave chase, killing a police officer on the spot and injuring another. Liu Baogang and Wu opened fire on the injured policeman.
Liu Baogang and Wu were killed by police officers on January 17, 2002.
