Water company sets minimum usage to recoup losses

A water company in central China's Hubei Province asked every household in Chibi City to consume at least 5 tons of water each month to make up its losses.

Each family was told to pay a minimum water bill even though they didn't use water at all. Local residents were questioning whether the water company had the right to set a threshold, Chutian Metropolis Daily reported today.

A resident surnamed Li uses only 2 to 3 tons of water every month, but he was still charged for 5 tons of water. Li said he received a notice from the company saying the minimum usage was raised to 5 tons.

Chibi Water Company defended that they had to charge more to offset its losses. While official water price was 1.1 yuan (US$0.17) per ton, their production cost had reached 1.686 yuan per ton, a company official surnamed Cheng said.

Cheng said the company would abolish the minimum requirement once its raises the water price in the first half of this year.
