Wenzhou 'road killers' buy their licenses from Jiangxi

THOUSANDS of Wenzhou residents bought their driver's license from neighboring Jiangxi Province to sidestep "tough road tests" administered by local traffic police.
The city in coastal Zhejiang Province had more than 10,000 drivers with licenses issued by Jiangxi police authority, the local Qianjiang Evening News reported today.
"The driving test in Wenzhou is so tough that buying a driver's license is a solution for some locals," said an unnamed officer with Wenzhou's traffic police division.
Police have discovered that many local drivers with a Jiangxi license are potential "road killers" and are prone to traffic accidents.
"They have caused more than 20 major road accidents in Wenzhou since 2008," the officer was quoted as saying.
A local driver, surnamed Chen, killed an old woman when he was backing his truck on September 20. Chen got his license in Jiangxi.
Anther man, identified as Li, was responsible for a rear-end collision on January 7, which caused three deaths, the worst accident in the city so far this year. Li also acquired his license in Jiangxi.
"Drivers like these are generally ignorant of traffic rules and prone to cause serious accidents, but we are not authorized to revoke their licenses which are in the jurisdiction of issuance authority," said the officer in charge of traffic police division.
According to an insider, salesmen from Jiangxi, Hubei and Henan provinces came to Wenzhou every year to sell driver's licenses. Shady driving schools in those provinces promised people an easy pass on road test in order to enroll more students who usually paid 4,000 yuan (US$599) for the license and another 1,000 yuan for travel, the newspaper said.
Some Wenzhou people at the driving schools were illiterate and couldn't pass the written test. Most of the licenses were granted by traffic authorities in Jiujiang and Jingdezhen, cities in Jiangxi Province.
"Most of the driving licenses from Jiangxi are likely to be revoked and the holders need to pass tests again to drive," said a source familiar with the situation.
