Work safety chief under investigation
CHINA’S work safety chief is being investigated for alleged severe discipline and law violations, the Central Commission for Discipline Inspection announced yesterday.
Yang Dongliang had for years allowed companies to operate without a license for dangerous chemicals, authorities said.
He was at a public meeting on Monday held by Public Security Minister Guo Shengkun to discuss rescue operations after the massive explosions in Tianjin.
Yang, 61, was appointed director of the State Administration of Work Safety in May 2012.
In September the same year, he exempted licensed port warehouses from requiring permits related to dangerous chemicals.
Ruihai International Logistics, the company responsible for the warehouse at the center of the disaster, was founded in November 2012, according to a report in the China Business Journal.
From 2001 to 2012, Yang was vice mayor of Tianjin, in charge of industry, work safety and government affairs.
In August 2006, a blast at a chemical plant in the city killed 10 people. An official investigation by city authorities blamed human error due to a lack of training.
Yang majored in petroleum engineering. After 22 years in the oil business, he was appointed vice general manager of Sinopec-invested Tianjin United Chemical Co Ltd in 1994. The company’s products were stored in Ruihai’s warehouse, China Business Journal said.
