Work safety watchdog worker arrested in girl’s brutal rape

AN employee of the Work Safety Supervision Bureau in Jiangsu Province has been arrested in the brutal rape of a 15-year-old girl that he met over the Internet, police said.

Li Xiaobin, in his 40s, admitted sexually assaulting the girl identified as Ting, a high school student in Siyang County, Jiangsu Province, on August 14, officials said.

Ting had to undergo surgery to repair damage to her sexual organs caused in the rape, and also had severe scratches in lower part of the body, as well as wounds on her breasts and chest, officials said.

According to Ting, Li first approached her through Internet chat platforms on August 12. He claimed to be of the same age as Ting and asked several times to meet her, though she kept declining, police said.

Two days later, Ting was leaving her neighborhood on a moped around 9:30am when she heard Li calling from a white SUV behind her. The man in his 40s claimed to be the one chatting with her on Internet. Ting realized she might have slip where she lived.

Frightened by the middle-aged stranger, Ting tried to escape on the moped but was closely followed by Li, who invited her into the car for a few words and promised not to harass her anymore. Ting relented.

Li drove Ting to a dead-end lane and raped her after blocking the windows with sun shields. He left Ting in the lane after giving her 300 yuan (US$49) before driving to work. He told her he was a rich official who was not afraid to be charged. 

Ting suffered massive hemorrhages and her family called police immediately. They detained Li an hour after the crime.
