Xinjiang offers cash for weapons

PEOPLE in the Xinjiang Uygur Autonomous Region are being offered cash incentives to surrender weapons and ammunition, local police said yesterday.

Rewards will also be paid for information on the whereabouts of large weapons caches, they said.

According to a document released by the region’s public security department, people  will be paid 550 yuan (US$88) for handing in a rifle, 300 yuan for a handgun and 5 yuan per bullet.

The incentive for providing information that leads to the discovery of weapons intended for a major violent act will be up to 10,000 yuan, police said.

As for explosives, people will be paid 100 yuan for each grenade, land mine or source bomb they hand in, 30 yuan for detonators, 20 yuan per kilogram of dynamite and 10 yuan per kilogram of gunpowder, the document said.

The financial rewards came into effect on Tuesday.

Those who hand in replica guns and long knives not intended for food preparation or personal use will be rewarded according to the market value of the items, police said.

People who provide leads that help to prevent an explosives-related terrorist event will get between 5,000 and 30,000 yuan.

Authorities in Xinjiang on Friday indicted eight people on terrorism charges in connection with the attack at Tian’anmen Square in Beijing last year that killed two tourists and three assailants.

The eight were arrested within days of the October 28 attack, in which a man drove an SUV through a crowd of tourists before stopping in front of the Tian’anmen rostrum and setting the vehicle on fire.

A Chinese visitor and a tourist from the Philippines were killed, along with the vehicle’s driver, his wife and mother-in-law.

The suspects will stand trial at the intermediate court in Urumqi. They are accused of organizing, leading and participating in a terrorist organization, and endangering public security. The charges are punishable by a maximum penalty of death.
