Graft trial of former police chief reconvenes

THE trial of a former police chief once lauded for his success in fighting organized crime in Qingdao got under way this week in the eastern port city.
Shan Guowei, the disgraced head of Shinan District police was arrested on bribery charges in May 2012, the local Dazhong Daily reported yesterday.
He was formerly known as the man who in 2010 captured Nie Lei, the notorious head of a mafia-style gang, who was executed for his crimes in September 2013.
While investigating Nie, police uncovered evidence suggesting Shan himself had links to the criminal underworld and was involved in corruption.
The 52-year-old first stood trial at the Qingdao Intermediate People’s Court last month, but the hearing was adjourned when he became ill. The hearing reconvened on Wednesday at the Hedong District People’s Court and is expected to last several days.
Prosecutors said Shan accepted bribes of cash and goods worth almost 3.75 million yuan (US$611,000) in return for helping people secure promotions and turning a blind eye to criminal activities.
He is also accused of misappropriating nearly 480,000 yuan of public funds.
Shan is facing 23 counts of bribery and embezzlement, two of which are linked to Nie.
In 1999, the former police chief is alleged to have accepted a bronze vase in return for releasing on bail a key member of Nie’s gang, who was being held on a murder charge.
In 2006, Shan failed to take action against a prostitution operation run by Nie despite having full knowledge of it, prosecutors said.
Nie was a known criminal for almost 20 years, involved in violent crime, operating casinos and organizing prostitutes.
