Using public funds for smokes and booze is now corruption

A CLEAN government must first of all be a cheap, or rather, an efficiently run low-cost government.

As Premier Wen Jiabao said during a State Council conference on clean politics on March 26, corruption poses the biggest threat to a ruling party. Wen made it clear that public money can no longer be used to purchase cigarettes, expensive alcohol or gifts.

Consumption with public money also takes the form of officials granting themselves unduly spacious offices and luxurious cars. Because these offices and cars, however outrageous a waste, do not obviously line an official's own pockets, it was often difficult to define them as corruption in the past.

This time is different. There will be zero tolerance for such official extravaganza. It's corruption, it's a crime.
