RICHARD Carrion of Puerto Rico has become the third member to enter the International Olympic Committee presidential race. The 60-year-old, who chairs the IOC finance commission, declared his candidacy yesterday. Carrion follows IOC vice presidents Thomas Bach of Germany and Singapore's Ng Ser Miang in announcing their candidacies to succeed Jacques Rogge, who steps down in September after a 12-year reign.
