More drama over Qin’s CFA appeal
THE Chinese Football Association confirmed late yesterday that it had received a letter from Shanghai Greenland Shenhua midfielder Qin Sheng after reports earlier in the day claimed he was late in his appeal.
The CFA banned Qin for six months and fined him 120,000 yuan (US$17,430) for stamping on Tianjin Quanjian’s Alex Witsel during a Chinese Super League match last month. Qin appealed to the Beijing-based association against the ban in a mail sent on March 31.
But Guangzhou-based Soccer News reported yesterday that the CFA’s arbitration committee had not received Qin’s mail until Wednesday. The paper said that the panel was unlikely to consider Qin’s appeal now as the seven-day deadline for appeal had passed.
Reacting to the report, Qin’s Shanghai-based lawyer Wang Lei said Qin and Greenland Shenhua were not informed of CFA’s punishments until March 24. Therefore, the deadline for Qin’s appeal should be March 31. Wang produced a copy of the EMS delivery record that showed that the CFA had received Qin’s mail on April 2.
The CFA punishment was made public through the association’s official website on March 24. However, the date of the statement was March 22.
The CFA confirmed yesterday it had received Qin’s letter. It said it would go through its contents and act on it within seven days. If his appeal is accepted, Qin will have to face the panel personally in Beijing.
Qin has said that the six-month ban was excessive and not supported by regulations. He has said he was willing to accept a “reasonable” punishment.
The CFA regulations state that a player who acts violently against an opponent during a match will be banned for at least three matches and fined 15,000 yuan. Fouls leading to injuries will incur a five-match ban and 25,000 yuan fine. Witsel, who was not injured, described Qin’s punishment as “harsh.”
If the six-month ban stays, Qin will miss 22 of the 30 CSL games this season.
In 2010, Shaanxi Renhe’s Sun Jihai was banned for three matches and fined 15,000 yuan for not shaking hands with opponents after a match and criticizing the referee.
Four days later, CFA withdrew its punishment against Sun after Shaanxi football and club officials protested, drawing even more criticism.
