THE WTA Tour Board has rejected the Dubai Tennis Championships organizers' appeal of a record US$300,000 fine and other penalties stemming from the United Arab Emirates' decision to deny a visa to Israeli player Shahar Peer.
Among the new conditions include ensuring that qualifying Israeli players will get visas eight weeks in advance.
