US to levy punitive duties on cleaning chemicals from China

A US industry is threatened with material injury by reason of imports of chlorinated isocyanurates from China, a chemical often used to sanitize water in swimming pools, said the US trade authority in a final ruling Thursday, paving the way for the US government to levy punitive duties on the products.

As a result of this affirmative determination, "the US Department of Commerce will issue a countervailing duty order on imports of these products from China", the US International Trade Commission (ITC) said in a statement.

Last month, the US Commerce Department announced its final determination that Chinese producers and exporters of chlorinated isocyanurates received countervailable subsidies ranging from 1.55 percent to 20.06 percent.

The Commerce Department launched the investigation in September 2013, in response to a petition filed by the West Virginia-based Clearon Corp. and Texas-based Occidental Chemical Corporation, which alleged Chinese producers and exporters received improper government subsidies.

Imports of these products from China were estimated at 168.6 million US dollars last year, according to US official data.

The move is the latest in a string of trade measures targeting imports of other countries, arousing concerns that protectionism is again on the rise in the United States. Beijing has repeatedly urged Washington to honor its commitment against protectionism and work with China to maintain a free, open and just trade environment.
