A Gold Coast community group has vowed to fight a proposal to raise the three-storey height limit of buildings at the Southport Spit.
Chinese-backed consortium ASF released plans to build a $3 billion casino and hotel resort on a five-hectare waterfront site on crown land between Sea World and the Gold Coast Fisherman's Cooperative.
The group have agreed to drop its proposal for a cruise ship terminal.
Community group Save Our Broadwater said the development included five high-rise towers.
Former Labor MP-turned Save Our Broadwater vice-president Judy Spence said her group was ready to fight the idea.
"We expected it — that is why we are ready with 10,000 pamphlets ready to be distributed within the next few weeks," she said.
"We knew that they weren't talking about low-rise — we didn't know how many high-rise — we thought it was three but clearly it is five high-rise they want to build on the Spit.
"The town plan that was put together after extensive consultation has a three-storey height limit and if ASF put forward a proposal for a three-storey height limit we would be supporting it."
It is predicted the development would create 10,000 jobs and generate millions of dollars from tourism.
The consortium's final concept for the area is open for public feedback.
Any development would still be years away, as it still needs approval from the State Government.
