Illinois governor seals big deals in city

BUSINESS, cultural and educational cooperation between the United States and China stepped up further with Illinois Governor Pat Quinn leading a trade delegation to Shanghai today and signing a string of agreements.

Among the business deals, Shanghai Bio Pharmaceutics Association inked a letter of intent with the Illinois Science and Technology Coalition for closer ties in research and development.

Also, Xiamen C&D Inc announced plans to purchase 250,000 metric tons of Illinois corn products valued at US$70 million by December 2012.

"Agriculture and bio technology in Illinois are big business. I am sure there are huge opportunities if we can enhance cooperation with China in these sectors," Quinn said.

The agreement with Xiamen C&D Inc will help Illinois achieve the goal of doubling exports by 2014, which is part of a broader plan of stressing exports by the Obama Administration. China is now Illinois' third largest export destination.

In culture, Quinn announced Illinois River and Shanghai's Huangpu River are becoming sister rivers, while Morton in Illinois and Tiantai County in China's eastern Zhejiang Province are becoming sister cities to strengthen relations.

In education, Quinn witnessed the launch of 1,000 School Initiatives to enhance educational exchange between Illinois and Zhejiang Province. The program will allow partnership in training school staff, hosting summer and winter camps for students, and teaching students history, culture and language in both countries.

Before his stop in Shanghai, Quinn visited Beijing and announced another two big business deals. One was China-based Goldwind's plan to build a US$200 million wind farm in Lee County in North Central Illinois. The second involves the purchase of 180,000 metric tons of soybeans by a Chinese soy products manufacturer from Archer Daniels Midland Co in Illinois by the end of next year.

The trip is Quinn's first visit to China, and Hong Kong will be his next and final stop in the country.
