Guangzhou tries lottery and auction for plates
SOUTH China's Guangzhou yesterday decided to generate half of its monthly quota of 10,000 new car plates through a lottery and the other 50 percent via an auction starting this month.
The city unveiled this measure amid a huge public discontent after Guangzhou suddenly said on June 30 that it would immediately implement a policy to limit new car purchases.
New car owners can choose to join the lottery or the auction. In a document circulated yesterday to seek public feedback, the government said that 88 percent of the quota will be allocated for individuals while 12 percent will go to corporations.
"A free lottery shows social fairness while an auction can meet some demands from end-users," the statement said, as the city government pledged to use the auction revenue to improve public transport.
