SHANGHAI plans to open a downtown duty-free shop to attract consumers who are enthusiastic in purchasing luxury brands overseas to spend more onshore.
Zhou Ya, vice director at the Shanghai Development and Reform Commission, yesterday said the agency submitted the proposal for the shop to the central government for approval, but no response has been received yet.
