Building up of ‘indispensable’ function vital
THE Pudong New Area government said yesterday that the district will develop the inspection, testing and certification industry, which is “an indispensable function” that Shanghai needs to turn itself into a global trading and innovation hub.
“The industry is an indispensable function for Shanghai to build an international trading center, and it also provides important technical support for the city’s goal to construct a world innovation hub,” Jian Danian, deputy head of Pudong, said at a meeting yesterday.
The area’s government will build clusters of inspection, testing and certification companies in Zhangjiang, Jinqiao, Lingang and Chuansha.
Pudong is now home to more than 140 inspection, testing and certification companies, accounting for 20 percent of Shanghai’s total. In 2014, the industry generated 3 billion yuan (US$465 million) in revenue, with a profit margin of more than 25 percent, official data showed.
Pudong also aims to double the industrial output of the inspection, testing and certification sector in five years, its government said.
In a show of support for Pudong, Shanghai’s inspection and quarantine authority also said at the meeting that it would scrap curbs on registered capital of inspection and testing companies and abolish requirements on foreign investors in joint-venture certification bodies.
