China levies fees on imports of nylon 6 from 4 markets

CHINA has made a final ruling to impose anti-dumping duties on imports of nylon 6 from the markets of the United States, the European Union, Russia and Taiwan, the Ministry of Commerce said yesterday.

"The four markets dumped the product and caused substantial damage to the domestic industry," the ministry said in a statement. It did not provide details of the tariff rates, which vary for the four markets.

The final ruling occurred nearly one year after the ministry started investigating on April 29 last year in response to a request made by seven Chinese companies.

Nylon 6, or polycaprolactam, is used in production of chemical fibers, textiles, vehicles, food and many health care products.

This month has seen several new trade disputes involving China.

The US said on Wednesday that it was launching an anti-dumping and anti-subsidy investigation into Chinese aluminum extrusions, after the EU decided last Saturday to begin a countervailing probe into China's exports of coated paper.

The US Commerce Department said the investigation over Chinese aluminum extrusions was petitioned by the Aluminum Extrusions Fair Trade Committee and the United Steel Union, the same group which demanded that duties be imposed on Chinese tires and steel products.

Aluminum extrusions are used as parts in cars, trucks, boats, furniture and in a variety of other consumer and industrial goods.

The department said US imports of aluminum extrusions from China surged 90 percent by volume from 2007 to 2009, and their value totaled US$514 million last year.

The US International Trade Commission is scheduled to make its preliminary ruling on the extrusions in May.

Zhou Xiaoyan, director at the Bureau of Fair Trade for Imports and Exports under the commerce ministry, said earlier that "the number and related value of trade frictions have soared to a record high last year and will continue to rise this year" and spread to more markets and more industries.

China was targeted in 116 anti-dumping and anti-subsidy probes last year, involving more than US$12 billion, which covered several industries including tires, steel, shoes, paper and aluminum products.
