Farmers in Kashgar set for better life
FARMERS living in four counties in Kashgar in the Xinjiang Uygur Autonomous Region will see their living conditions markedly improved over the next eight years under a central government plan to develop China's westernmost city.
The plan, which covers more than 1,000 villages, or about 130,000 households, in Yecheng, Zepu, Shache and Bachu counties, is scheduled to be completed by 2018, according to Chen Jing, deputy secretary-general of Shanghai municipal government and also head of the city's team based in Kashi to ensure the smooth operation of the country's development plan.
More than 900 families living in the four counties will benefit from a recently-started home upgrading project on a trial basis when it is completed. Each household will have a home of at least 80 square meters in gross floor area that comes with an independent kitchen and a toilet.
Under the plan, an initial batch of 55,000 households will see their living conditions greatly improved between 2011 and 2013 while the rest will do so by 2018. Both the central and regional governments, as well as the Shanghai municipality, will offer strong financial support to the housing program - a top priority under the plan.
Shanghai is sending a 125-member team, which includes architects, teachers and doctors, to the four counties. The Shanghai government plans more than 9 billion yuan (US$1.35 billion) of stimulus investment in Xinjiang in five years. Investment this year will total 1.56 billion yuan.
Local governments in China's 19 provinces and municipalities, including Shanghai and Beijing, are committed to offering assistance to projects in Xinjiang, a region of 1.6 million square kilometers with abundant oil reserves and is the country's largest natural gas-producing area. They will develop agriculture, industry, technology, education and health services in the region.
Kashgar, which in May became the country's sixth Special Economic Zone, is backed by Shanghai and Shenzhen as well as Shandong and Guangdong provinces.
