Han: Innovation needs liberal market
SHANGHAI should develop a liberal market environment and a fair competition mechanism to transform the city into a global science and innovation center, the city’s Party secretary Han Zheng said yesterday.
“We hope Shanghai can become a city where innovation takes place everywhere, all the time,” Han said, adding that the fruits of its success should be respected, treasured and shared by the people.
Han made the comment in a 19-minute video clip during an interaction with local entrepreneurs, scientists, students, innovators and lawyers broadcast yesterday.
The video was released three days after the city unveiled its plan to build itself into a global science and innovation center.
“We used to say the government should not be an athlete, but a referee making rules and setting standards,” Han said.
“But in the case of innovation, the government should be a servant, working to support the growth of great ideas. Some innovation develops in ways far different from the development of a company. The government can’t follow the way it used to regulate a company. We should leave more space for those new things to grow on their own.”
Han said people are the most important asset for Shanghai to grow into such a center.
He added that the city has tried very hard to create an environment for talented professionals to innovate comfortably, and to balance the interests of individuals, enterprises and the city in the long run.
Shanghai will relax the rules and allow easier access for talented people to settle in the city such as simplifying process of getting residence certificate, talent visa and foreign expert certificate. Shanghai-based long-term high-level overseas professionals could get priority for foreign expert certificates valid for two to five years.
Han said Shanghai “will also further strengthen intellectual property protection, and (this is) a key for Shanghai in the construction of such a center.”
He said a mechanism should be worked out to provide incentives for innovators to commercialize their ideas.
