MOUs boost 'dynamic' ties

SHANGHAI and California will boost links in technology innovation and environmental protection with the signing of memorandums of understanding yesterday in the city on collaboration to cut greenhouse gas emissions and spur venture capital and investment growth.

The Bay Area Council signed two MOUs with the Private Equity Association of Shanghai and Shanghai Municipal Commerce Council to develop the city's venture capital market and a high-tech park in Yangpu District.

Another two MOUs were signed between Shanghai Yangpu District Government and California's high-tech companies to promote digital art and environment purifying techniques in the district.

The Shanghai Environment & Energy Exchange, a Chinese entity backed by the Shanghai government, and the Bay Area-headquartered Pacific Carbon Exchange also formed a technology partnership to tap green technologies and environmental markets. The tie-up will lead to the creation of a market for Certified Emissions Reductions between the United States and China.

"These MOUs signal doors opening to a dynamic cross-Pacific collaboration between Shanghai and California," said Governor Arnold Schwarzenegger.
