NDRC puts priority on stabilizing economy

CHINA'S top planning agency yesterday said stabilizing economic growth, improving the income of farmers and keeping consumer inflation in check are among the priorities on its work agenda next year.

Investment in urban infrastructure and affordable housing, energy saving and environmental protection projects and social welfare programs will be the focus of central government spending in 2013 to help sustain growth, the National Development and Reform Commission said in a statement.

The government plans to further raise the minimum state purchase prices of wheat and rice, increase farming subsidies and step up agricultural infrastructure construction.

The government will also speed up reform of the household registration system, or hukou, and study policies to make it easier for rural residents to become urban residents, the commission said.

The central government considers urbanization a key driver of economic growth in the future.

The commission will strengthen price checks in sectors such as education, health care, telecommunications and banking, as part of efforts to keep prices stable.
