Shanghai leads country in economic restructuring, report says

SHANGHAI ranked as the best city in the country for carrying out economic restructuring in both 2011 and 2010, a report by the Shanghai University of Finance and Economics showed today.
Based on core indicators including economic growth, innovation capability and social harmony, Shanghai's Development Transition Index was 76.9 in 2011 and 73.5 in 2010. The average was 48.5 in 2011 and 45.9 in 2010, the report said.
Shanghai was followed by Beijing and the provinces of Guangdong, Jiangsu and Zhejiang.
Xu Guoxiang, director at the university's Applied Statistics Research Center, said Shanghai has taken a leading role in economic restructuring.
"Shanghai has a culture of embracing new things," Xu said. "It is never afraid of changes and is an obvious leader in innovation."
