3-tier pricing for residential natural gas coming by 2015
CHINA will introduce progressive tariffs for natural gas for residential use by 2015 to encourage conservation amid rising demand.
The system will include three tiers with the first covering 80 percent of local household use and the second covering 95 percent, the National Development and Reform Commission, China’s top planning agency, said in a statement today.
Prices should remain flat for the first tier, but go up by 20 percent for volume in the second tier and 50 percent for that in the third.
Local authorities are required to have their respective system in place by the end of 2015, the commission said. Shanghai doesn’t have a timetable at present for its own plan and it will hold public hearings when there is one, the Shanghai Development and Reform Commission said.
China is pursuing price reform on resources to encourage conservation. Similar progressive pricing has been introduced on electricity and water.
China is encouraging the use of natural gas to reduce pollution, but surging demand has also led to heavy reli-ance on foreign gas and mounting losses for importers such as PetroChina Co because of price controls at home.
China relied on foreign gas for more than 30 percent of its natural gas consumption last year, according to the NDRC. With government subsidies, natural gas prices for residential use are significantly lower than industrial prices.
