ROYAL Dutch Shell Plc and PetroChina Co are designing a 9 million-metric-ton a-year liquefied natural gas plant in Australia that Deutsche Bank AG says will cost over US$20 billion.
Arrow Energy Ltd, the partners' Brisbane-based venture, will decide on whether to invest in the project by the end of 2013, Shell Chief Financial Officer Simon Henry said yesterday.
