Work on Guangdong's 2 oil bases begins
CHINA has started "preliminary work" on two oil reserve bases in Guangdong Province as a part of the second phase of the country's strategic oil stockpiling plan, the head of the provincial economic planning agency said yesterday.
The construction of the storage bases in Zhanjiang and Huizhou is progressing as planned, Li Miaojuan, director of Guangdong's development and reform commission, said in Beijing while attending a National People's Congress meeting.
But Li only said the work will begin "as soon as possible," without giving more details.
The second phase of the nation's emergency petroleum reserves, which is targeting a total capacity of 170 million barrels and due to be completed between 2012 and 2013, started last year with the construction of Dushanzi project in the Xinjiang Uygur Autonomous Region and Lanzhou state oil tank in Gansu Province.
China is embarking on a three-phase project to build emergency oil reserves. Earlier reports have put the combined capacity of the three stages at 442 million barrels.
Preliminary approval has been given by the central government for a 5-million-ton oil reserve base to be built in Yangpu Economic Development Zone," Wei Liucheng, party secretary of Hainan Province, said on Sunday in an interview after an NPC meeting.
Construction is slated to be completed in two years, Wei added.
