Audit bares affordable home scam
IRREGULARITIES in funding, construction management and allotment, involving billions of yuan, have been uncovered during auditing of affordable housing projects in 18 provinces and cities, China's top auditor revealed yesterday.
A combined 5.3 billion yuan (US$841 million) that was supposed to be allocated to the projects in 2011 according to the annual government budget was not dispatched. While another 3 billion yuan in funding was embezzled for other purposes, such as urban infrastructure projects, the National Audit Office said.
Ninety-five projects have misused allocated land for building commercial housing, hotels and office buildings, and more than one-third of the inspected projects had flaws in designing, construction and bidding procedures.
Forty-seven projects were found to be below construction standards and lacked quality inspection. "Several" of the projects have shown obvious quality problems.
Concerning allotment of the affordable housing units, the auditor found that a total 5,479 households were included in the program without any preliminary inspection. Another 210,000 unqualified households in 42 cities and counties were enjoying the benefits.
Insufficient time and huge work load resulted in difficulties in project management, the auditor said.
It said two county governments have launched corrective measures, 200 million yuan of the fudged fund has been recovered, and 3,856 unqualified households have had their units reclaimed.
