Auditor shows prowess in savings
EVERY 1 yuan (16 US cents) the National Audit Office spent has saved China 96 yuan in return, based on irregularities it discovered last year.
The top auditor has ferreted out 86.68 billion yuan in misused funds last year, of which 71.82 billion yuan involved violation of rules and 14.86 billion yuan was wasted, the office said in its annual performance evaluation for 2011 yesterday.
It also said 93 percent of the irregularities have been corrected.
"The office has used 902 million yuan allocated from the fiscal revenue, and our output is 96 times our input," the office said in a separate statement. It also claimed each of its 3,057 employees achieved an auditing result of 28.35 million yuan on average.
For performances that are not able to be measured by monetary value, the office said in the evaluation that it detected 177 cases of serious law violation last year, turning over more than 400 individuals to judicial and disciplinary bodies.
Last year, the auditor conducted 36 auditing projects covering governments' budgets and fiscal spending, the social security fund, loans given by major commercial banks, income and expenditure of state-owned companies, environment projects and the use of foreign aid funds.
Early this month, the auditor discovered irregularities involving tens of billion of yuan when it audited China's social security funds. After the inspection, nearly 31.6 billion yuan has been recovered or corrected for their original use, and 1.07 million unqualified individuals were deprived of their social security benefits, the office said.
In June, tens of billion yuan were said to be misused by 17 of the central government-owned finance, energy, steel and telecommunication entities.
The office disclosed that 97 percent of the irregularities have been corrected, 223 new rules have been issued, and 87 persons responsible have been "seriously handled."
