Budget transparency
SHANGHAI plans to publicize the budget for purchasing services this year in a bid to improve transparency of fiscal spending, the local finance bureau said yesterday.
Authorities are pondering new rules for selecting service providers, setting contracts, auditing project execution, evaluating results and publicizing budgets, the bureau said. The transparency system will be first implemented in the purchase of auditing and urban maintenance services. The city government pledged this year to buy auditing and book-keeping services from small businesses to help them during the ongoing economic slowdown.
