China to expand Shanghai FTZ customs management reform across the country

China’s top customs regulator today unveiled a plan to promote customs management reforms that have been tested in the Shanghai pilot free trade zone to the entire country.

Beginning from August 18, a package of measures initiated by the China (Shanghai) Pilot Free Trade Zone to simplify customs clearance procedures will be expanded to 51 special economic zones alongside the Yangtze River, the General Administration of Customs said in a statement on its website today.

Clearance facilitation measures will be applied to special economic zones across the country from September 3 and to areas beyond these zones from September 18, according to the statement.

“Duplication doesn’t mean imitating mechanically; it should combine practical conditions and take into consideration the applicability of the system and enterprises’ demands,” said Yu Guangzhou, head of the customs administration.

In April, Shanghai’s customs authorities launched 14 pilot measures to cut clearance costs and improve efficiency of the customs process in the city’s pilot free trade zone.

The measures include allowing goods to enter the zone before going through customs declaration procedures, enabling companies to transport goods within the FTZ with their own registered vehicles and allowing zone-based companies to offer maintenance services to overseas customers.
