SHANGHAI Maritime Safety Administration will pilot new security measures within the pilot free trade zone from January 1 to create a secure, fair, and orderly shipping market. The measures will sort shipping enterprises into A or B integrity levels on their safety and pollution prevention management. The measures impose penalties for vehicle drivers for improper performance, which will downgrade the enterprises. A negative list of 35 cases concerning management of ship, navigation, crew, ship inspection has been included in the measures.
