Urbanization will be used to help growth

China will beef up land policy to promote urbanization that serves economic growth next year, the land ministry said yesterday.

China's goal to become a well-off nation by 2020 requires improving the quality of urbanization and efficient use of resources, the Ministry of Land and Resources said in a report.

"Urbanization will be a key element of land policy in 2013, and it will serve economic growth," said Zheng Lingzhi, head of the ministry's China Land Surveying and Planning Institute.

The ministry will also extend reforms that will improve land compensation for farmers when collectively owned plots are expropriated, and allow farmers to participate in the development of urban commercial projects, the report said.

Land policy will be an extension of that in 2012, which has helped increase land use efficiency and enhance property market controls, it said.

The ministry supplied a record 159,300 hectares of land for residential use this year. It surpassed the previous record by 20 percent. Nearly 80 percent of the land was designated for affordable housing projects or residential projects with small apartments.

The ministry for the first time set the minimum home space for a property on a piece of land to restrict construction of villas and increase housing supply.
