Policies attracting global Chinese entrepreneurs

Chinese policies like “Go West,” developing the high-tech industry, and a strong yuan bring potential opportunities to overseas Chinese entrepreneurs, top government officials said in Chengdu.

During the World Chinese Entrepreneurs Convention, Zhang Xiaoqiang, vice chairman of the Natonal Development and Reform Commission, welcomed global Chinese entrepreneurs to participate in the development of the domestic economy.

With abundant capital, advanced management practices and international experience, such entrepreneurs will bring “fresh air and useful ideas to China, which is transforming from “speed first to quality first,” Zhang said.

“China cares more about the structure and quality of economic development and global Chinese entrepreneurs can contribute to this,” Zhang told the conference.

China is in a period of steady growth and this year’s target of 7.5 percent GDP growth is expected to be achieved, Zhang added.

Though China’s growth rate dipped below the 10 percent annual growth rate of past years, the country has improved its economic structure, and has a reasonable unemployment rate and inflation, according to Zhang.

In the first eight months, Chinese exports and imports increased 8.3 percent. High-tech exports, a normal measure to reflect global demand, jumped 15.2 percent, according to the commission.

The development of high-tech industries and the “Go West” strategy require both investment and advanced technologies, along with advanced management practices.

China welcomes contributions from entrepreneurs, who often bring advanced technologies and resources to the domestic market.

 Plus entrepreneurs with overseas experience can tap their network of contacts to help Chinese firms expand around the world.

To encourage information consumption, China will issue 4G network licenses by the end of this year. It has launched “Broadband China,” which aims to increase broadband speeds by 5 to 10 times nationwide by 2015. Industry officials said this will help attract more entrepreneurs to China.
