1.72m vehicles

AS of the end of July, there were 634,700 vehicles in Hangzhou's urban area and 1.72 million in the entire city. The number of electric bicycles climbed to 1,24 million. The city plans to build more parking lots next year.

Meanwhile, 311 people died in traffic accidents in the first half of this year, a 34-percent decrease compared to the same period last year. One-third of those who died were driving electric bicycles.

"A large quantity of unlicensed and out-of-spec electric bicycles and three-wheelers are being sold on the market. Once caught, the drivers only need to pay 50 yuan (US$14.35) for punishment," said Zhao Yesong, vice director of Hangzhou Public Security Bureau. He said there is a loophole in the law regarding electric vehicles that cannot be classified into motor or non-motor vehicles, thus adding difficulty to management.

Rental homes

SIX plots of land will be used to build rental homes for about 6,000 families in Hangzhou. As part of the city's housing ensurance system, the project will include affordable rental homes as well as apartments for business starters and migrant workers.

The selected plots are more valuable with appropriate supporting facilities nearby. Apartments in these areas are priced as high as 30,000 yuan (US$4,413) per square meter. The rents will be much lower than the market prices. The construction area of the new apartments is nearly 400,000 square meters. Residential packages take a 70-percent proportion and each apartment will be smaller than 60 square meters.

Hangzhou residents who do not own a home in the urban area and migrant workers who have worked a certain period of time in the city can apply for the rental homes. Detailed regulations will probably be published next week.
