AIDS increase

REPORTED HIV infections in Hangzhou City increased by 21.7 percent to 235 in the first half of the year, compared with the same period last year, according to the Zhejiang Provincial Health Department.

There were 58 AIDS patients and 23 deaths in the first half this year.

In Zhejiang Province, 766 new HIV infections and 357 new AIDS patients were reported in the first six months. Another 96 people died. And 55.5 percent of the patients were infected by heterosexual intercourse and 27.6 percent through homosexual intercourse.

From 1985 to June 30 this year, 5,973 HIV infections and AIDS cases were reported in Zhejiang with 630 deaths.

Top brand

Hangzhou is No. 1 among the Top 10 Chinese Big Brand Cities, according to the China Brand Industry.

It's the first time Hangzhou topped the list. At the Fourth China Brand Festival, vice mayor Zhang Jiangting received the award from the president of the China Brand Industry.

Other cities on the list: Qingdao (Shandong Province), Quanzhou (Fujian Province), Changchun (Jilin Province), Wenzhou (Zhejiang Province), Shenzhen (Guangdong Province), Dalian (Liaoning Province), Tianjin Municipality, Changsha (Hunan Province) and Wuxi (Jiangsu Province).

Hangzhou's West Lake International Expo was honored as the "most impressive festival brand."

New project

Construction has begun on the Binjiang Times complex, a 7.7-billion-yuan (US$1.14 billion) multiple-use and transport development for Hangzhou's Metro line 1.

The development at Bin'an, Binkang and Xixing roads will include high-end residential housing, commercial space, a five-star hotel, office buildings, entertainment venues, transport and other elements. The South Bus Station will relocate there and a major subway station will be built.

"The subway project is the most expensive investment in our city to date," said Shao Zhanwei, Hangzhou's vice Party secretary. "It will be the best basic facility that can ease traffic problems and improve the living environment."

The South Bus Station on the lower level will be used for ticket sales, and check in and check out. The first floor will be waiting rooms, the second floor will be used for parking and logistics.

The project is designed to be environmentally friendly.

There will be 300,000 square meters of residential space with a kindergarten and a primary school.

Whistle-blowers

Hangzhou is encouraging citizens to report pollution problems and polluting industry by offering a 10,000-yuan prize for blowing the whistle on big polluters.

Under a new policy, the awards are 10 times higher than before and the entire city of Hangzhou is covered.

A new 24/7 hotline reporting number has been opened by the Environmental Protection Department. Officials promise that an environmental protection officer will respond within two hours of the call.

Polluters face fines of up to 200,000 yuan.

"We think people will be inspired by the higher reporting prize, and we hope in this way people will care more about protecting the environment and creating a better living environment," said Pan Ge, official of the environmental protection department.

More tourists

The World Expo is bringing more foreign tourists to Hangzhou and they are staying longer.

Tourism data for the first half of the year showed that the total number of days spent in Hangzhou increased to three, almost a whole day (0.74) longer than the same period last year.

Most foreigners are from Shanghai when they finish visiting the Expo.

The number of inbound tourists increased in the first half of the year and between May and July there was a 50 percent increase, said Yu Bo, a Hangzhou travel company manager.

"The Expo works. This year the average stay in our hotel is around two days, compared with around one day last year," said Cai Yaqun, a local hotel manager. Cai added there are more guests from Eastern Europe.

The Hangzhou Traveling Committee has set up two VIP routes for tourists: the Expo-Hangzhou-Qiandao Lake-Yellow Mountain tour (six days, five nights) and the Expo-Hangzhou-Suzhou tour (four days, three nights).

Transformer

To promote the city's animation industry, a retired fire engine will be reconstructed into a 32-meter-high "Transformer" from the latest "Transformers" film.

The idea is to create a symbol of Hangzhou as a city famous for comics and animation.

Fire vehicles are usually retired after 13 years in use.

Salt-free water

Hangzhou residents will be guaranteed non-salty drinking water during emergencies when a standby water reservoir is completed in three years.

Construction has started on the dam for the new Hangzhou Xianlin Reservoir, which will provide fresh water for at least 10 days in case of a natural disaster or other problems, said Huang Kunming, the Hangzhou Party secretary.

He said last weekend that the project will be completed in 2013 in Huashu Village. The dam will be 68 meters high and 14 meters wide.

Hangzhou's drinking water comes from Qiantang River and the water is sometimes salty due to inflow of seawater.

After the dam is completed there will be a new travel route as the dam faces a National Forest Park.

Cadillac view

People who don't want to queue at the Expo Shanghai to see the film "2030 Go" at the General Motors Pavilion, can watch it instead at the Cadillac dealership in Hangzhou.

The GM concept car will also be on show.

The film will be shown on Saturdays and Sundays. Free trips to the Shanghai Expo will be awarded to winners of a lucky draw.
