Bike crackdown

HANGZHOU police are going to crack down on the illegal use of motorcycles including the riding of unlicensed motorcycles, illegal modifications and traffic rule violations. The police have launched a hotline for citizens to report illegal motorcycles with a reward of 100 yuan (US$15.47) for each successful report.

Motorcycles have been banned in the Hangzhou city area since 1999. However, the city has witnessed a rising number of traffic accidents involving motorcycles since last year. The number of traffic accidents related to illegal motorcycles in 2010 was 937 with a death toll of 185 people. This year until Monday, the number of motorcycle-related traffic accidents has reached 242 with 74 deaths.

From June 21 to 27, the police confiscated 342 illegal motorcycles.

Investment drive

Hangzhou government plans to attract 380 billion yuan (US$58.8 billion) of domestic investment in the next five years according to the city's Economic Cooperation Office. The city has attracted 26,283 domestic investment projects with some 239 billion yuan in the past five years.

According to the plan, the government will focus on investment in strategic industries such as information technology, environmental protection, biomedicine and new energy. The city is also inviting research institutes to set up branches in Hangzhou to boost its high-tech industries. Complementary polices are also being implemented to attract researcher-entrepreneurs to start their businesses in Hangzhou.

Emission standards

Hangzhou will enforce National IV emission standards, equivalent to Euro IV, from today.

It is part of the National IV upgrade, which will be in place across the county this year, according to national government plans. From today, residents in Hangzhou can only buy new cars with the National IV emission standard, otherwise the cars cannot have plates in the city.

Cars with plates will be checked once every two years according to the emission standard of cars in use. So long as the cars are properly used and maintained, they should have no problem passing the check.

Environmental authorities may modify the standards in the check in order to reduce emissions and improve air quality in the future.

Volunteers wanted

Hangzhou Volunteer Network has started receiving applications for volunteers at the second World Leisure Expo since Monday. The Expo is expected to open in the city on September 17.

All the applicants will later be evaluated according to their voluntary experience, language and communication skills and team spirit. New recruits will go through intensive training in voluntary spirit, etiquette and first aid. The qualified are expected to begin service from early September.

The World Leisure Expo needs some 35,000 volunteers to serve in roles such as translators, tour guides and receptionists.

River renovation

Hangzhou municipal government will renovate 291 rivers longer than 1 kilometer in five years.

The government plans to improve 22 rivers this year to focus on water quality, mud dredge, water transport and riverside scenery. These rivers include Xiatang River, Jiangjun River, Qinglong River, Shiqiao Dock and Xixingzhi River.

Besides water quality improvements, measures such as releasing freshwater creatures and plants, setting up man-made drifting islands and planting man-made waterweeds are being introduced to help restore the ecological systems in these rivers.

This year, the city's government also plans to open closed-end rivers to interconnect waters to help water-bound traffic run smoothly.

Last year, Hangzhou improved 45 rivers.

Star pianist

The French pianist Richard Clayderman will give a performance on July 13 at Hangzhou Grand Theater.

Clayderman will cooperate with some Chinese artists at the concert. Before the main show, he will also give a small concert at Hangzhou Library accompanied by 100 child pianists.

Clayderman is among the very few foreign musicians who gained fame in China in the early 1980s. He has recorded more than 1,200 songs, and has created a new romantic style through a repertoire which combines his trademark originals with classics and pop standards.

Heritage buildings

Hangzhou Urban Planning Bureau yesterday published its sixth list of heritage buildings for public comments. The new list contains 53 traditional-style houses, factories, school buildings and bridges.

These heritage buildings will be turned into museums or design workshops featuring low-carbon technology after renovation, according to the bureau's plan.
