Business contest

THE finals of the 2nd Cybernaut Hangzhou College Student Entrepreneurship Contest concluded on Monday, and the highest score went to an agricultural enterprise.

Two teams were awarded the top prize, one is the Meinongmeijia Insect Protein Development Company from Sichuan Agriculture University, and the other is the Hero Machinery Company from Century South University.

The insect protein company developed technology to extract protein from fly larvae and earthworms, which are biologically the best insect protein sources and raw materials for medicine.

The machinery company invented an electric rehabilitation wheelchair that can move, stand and turn under the control of a keyboard on the armrest.

Another 48 teams in total won the first, second and third prizes.

Supported by the Hangzhou government, the contest that was initiated last October attracted 334 universities and colleges from home and abroad, and 1,943 business projects were submitted.

Power punishment

Hangzhou will impose punitive electric bills to enterprises with high levels of energy consumption this summer, involving altogether 1,184 businesses.

According to the regulation, the power consumption of all these enterprises will be monitored by Hangzhou administration. If any enterprise's power consumption exceeds the limit, the cost of electricity supplied to them will be raised by 0.1 yuan (1.5 US cents) per kilowatt-hour; if power consumption goes more than double the limit, the price will be raised by 0.3 yuan per kilowatt-hour.

By the end of next month, an electric consumption-monitoring system will be installed in more than 900 production companies in Hangzhou, and Hangzhou electric authorities can directly cut the power supply through this system if an enterprise breaks the regulations on electricity use.

Affordable housing

Hangzhou will speed up the construction of affordable housing this year with 48,300 apartments, totaling 5 million square meters, city authorities said.

According to the government plan, the affordable housing project includes 656,000 square meters for rent by low-income homes, 3.4 million square meters for families dislodged by urban projects, and 883,000 square meters for sale as subsidized housing. All the 48,300 apartments will be under construction by the end of October.

Among the various affordable housing projects, apartments for rent are the priority solution for Hangzhou government to supply homes to low-income families, college graduates and talented professionals from other parts of the country.

Movie dialect

The first movie that uses Hangzhou dialect will be shown in local cinemas starting from next Friday.

Directed by Hangzhou film director Xiao Feng, "The Story of Qingming Festival" focuses on the life of some tea-growing families near the West Lake and how they spend the Qingming Festival over three years.

"It's completely a Hangzhou movie," Xiao said. It has all Hangzhou elements - the story, the settings, the cast and the director. Hangzhou dialect is spoken in the film and even the theme song is in Hangzhou dialect.

But Xiao Feng said they also prepared a Mandarin edition for audiences in other parts of China who don't understand the Hangzhou dialect.

Panda exchange

Cheng Cheng, the only panda in Hangzhou, will leave for her hometown Chengdu in southwest Sichuan Province at the end of this month and two new pandas will take her place in Hangzhou Zoo very soon.

Cheng Cheng came to Hangzhou in November 2004 after another panda in the zoo died aged 33. Hangzhou Zoo signed a lease contract with Chengdu Panda Breeding Research Base and brought Cheng Cheng to the city.

As one of the top 10 animal stars in the zoo, Cheng Cheng is a magnet to visitors. A zoo official said many visitors come to the zoo only to see the panda and they often ask questions about the life of the panda in captivity and her habits.

The official said the two new pandas will ensure the popularity of the Panda Garden in the zoo but declined to give more details about the forthcoming arrivals.

Funeral costs

Hangzhou government has drastically slashed funeral costs for local families and saved them more than 15.43 billion yuan.

Since July 1, 2010, the city has made basic funeral services free for local homes. The practice was first adopted by eight urban districts and extended to the entire city by the end of 2010. As of April 30 this year, 25,503 Hangzhou homes had benefited from the new policy.

Hangzhou also designated 3,212 "ecological" cemeteries in 97 percent of its outlying villages to encourage people to bury bone ashes under trees to save precious land.
