Campaign to boost foreign trade begins
Hangzhou Foreign-invested Enterprises Service Month, hosted by the city's government, will begin tomorrow. The campaign has been held annually since 2004 to improve the city's business environment for foreign investment and trade.
As an important service tool, the Foreign-invested Enterprises Service Platform based on QQ (instant messenger) is bidding to be the star of the show.
More than 1,300 foreign-invested enterprises and foreign trade companies in Hangzhou have joined the Foreign-invested Enterprises Service Platform organized by the city's government since its start in 2009. The platform, based on QQ groups, provides an efficient channel for foreign investors to learn about Chinese policies and interact with various bureaus concerning their business in Hangzhou.
Some 700 companies are active in the group everyday and more than 500 questions are posed everyday on the QQ platform. Twenty-five bureaus of the city's government including Foreign Trade and Economic Cooperation Bureau, Trade and Industry Bureau and Entry-Exit Administration Bureau are also involved. At least 10 of them are active online everyday to answer the questions. The group has declined the application of some agencies and advertisement firms to ensure its free, public and sharing qualities.
So far, 8,545 questions have been answered on the platform. The questions have been later categorized into 367 topics and compiled into the FAQ column of the city's Business Daily. Thirty-nine editions have been published till now to systematically explain the related policies. A wide range of topics were covered in the column including export tax rebate policies, custom registration procedures and education and social services for expatriates.
Another important function of the platform is to promote the latest policies concerning foreign-invested enterprises and foreign trade companies in Hangzhou. Attached with the QQ platform is a QQ website space. All the platform members can download policy documents and learn about the ongoing trend of the country's foreign investment and trade management from the website. The latest trends of currency exchange rates are also published on the space.
The QQ platform also hosts discussions and distributes online questionnaires to collect information, ideas and suggestions from companies to improve its service quality. The government is considering further diversifying the online activities within the platform including regular inter-bureau meetings to solve problems facing its member companies.
During the coming Foreign-invested Enterprises Service Month, the online activities will be complemented by the offline consultations and services to consolidate the government's efforts. According to the most frequently asked questions online, the government will host a policy consultation fair, financing service event for small and medium-sized enterprises and an export risk-management conference. Legal consultation fairs will also be held for foreign-invested companies to operate in accordance within the framework oflocal regulations.

Hangzhou Tax Bureau
A lecture will be held by the bureau to promote the incentives in tax policies for foreign-invested enterprises. Training on tax-rebating procedures will also be provided to accelerate the process. The bureau will also visit foreign-invested companies to provide customized suggestions on taxation.

The bureau will host a lecture on intellectual property protection for foreign trade companies in Hangzhou to raise awareness among exporting companies. The lecture will also analyze technological problems and failures of Chinese foreign trade enterprises in their businesses abroad.

Hangzhou OverseasChinese Office
The office will host the fourth Hangzhou Overseas Chinese Entrepreneurs Salon to promote communication among relative enterprises. The office will also organize a trip for the entrepreneurs to go to western China including Yunnan Province and Xinjiang Uygur Autonomous Region in search of business opportunities.
