Car plate lottery

MORE than 238,600 people have signed up for the city’s first license plate lottery and bidding as of Thursday, the last day for application. But only 2.5 percent have a chance to win one of the 5,866 plates available this month.
Hangzhou will hold its car plate lottery around the 25th of each month. A total of 80,000 plates a year — 64,000 through lottery and 16,000 through bidding — will be available to residents.
The first bidding for plates will be on May 26 with the lottery the following day.
Although no cap has been put on bidding prices, officials estimate the average price of a car plate will be between 15,000 yuan (US$2,460) and 25,000 yuan.Car owners who don’t want to bid for a plate can try to win one through the lottery.
Money raised from license plates will be used to fight air pollution and improve traffic conditions, officials said.
