Schools, businesses and factories can close if the local weather bureau issues a red alert, according to a draft regulation posted on the Hangzhou government鈥檚 website on Wednesday. The draft is in response to the historic cold snap that hit eastern China last week, bringing temperatures down to as low as minus 10 degrees Celcius. Under the terms of the draft, such weather alerts will be spread by local television and radio broadcasters, government websites and WeChat.
